From the factory yes, it is compliant. 922(r) is relevant only if you start making changes like increasing the magazine capacity or switching out the recoil tube for the one with multiple stock positions instead of the fixed single position this comes with. I have one of these and swapped both the magazine tube and recoil tube. For USA made 922(r) parts I have aftermarket trigger guard, handguard, magazine follower, and the magazine tube.
