yes you can however I think it needs to be marked as other (not handgun or long gun) on the form 4473 at the FFL

Juan, Should work with any barrel length AR15 upper.

Juan, yes Sir. A Stripped Lower Receiver is "Virgin" and can be used in a "Pistol" build.
