Hi Ken, Hi-Point Carbine rifles are banned by name in CT, it is not legal >>> https://portal.ct.gov/-/media/DESPP/SLFU/firearms/assaultweaponspdf.pdf
Stay safe & have a great day!
No, Hi-Points are restricted in CT.
The Hi Point Carbine has since been designated an assault weapon in the State of Connecticut with the April 4, 2013 signing of Public Act 13-3
Hi Kenneth and welcome. This would be CT legal according to restrictions under Rifles here : budsgunshop.com/feeds/state_reg/connecticut_restrictions.pdf

No, first and foremost Hi-Point carbines are banned by name in CT. Of secondary importance, the fin grip is still not compliant as it qualifies as "a grip, such as a pistol grip, a thumbhole stock, or other stock, the use of which would allow an individual to grip the weapon, resulting in any finger on the trigger hand in addition to the trigger finger being directly below any portion of the action of the weapon when firing"
