No, not compliant in NJ you'd be best off just building a pistol caliber AR, it fairly easy and affordable.

Julio, this is not NJ compliant, it has 3 'evil' features, the pistol grip, telescoping stock, and threaded barrel. (You are only allowed one) As a NJ resident, I feel your pain. Here is a Ruger PC Carbine that is NJ compliant, however out of stock at Bud's. budsgunshop.com/product_info.php/products_id/118089/ruger+pc+carb+9mm+10rd+flt+16

Unfortunately no this is not new Jersey compliant/legal because it has to many banned features, like the pistol grip, threaded barrel and collapsible stock. Sorry and hope this helps.
