Yes sir the ruger 10/22 is CA legal "Permitted:
✔ All rimfire caliber rifles with a magazine capacity of 10 rounds or fewer (e.g.: .22LR, .17HMR, etc.) are permitted, excluding rifles with tubular magazines in lever-action firearms, which do not have magazine restrictions. Rimfire caliber riflesare not considered “assault weapons” and can have features that centerfire rifles cannot."
