yes it is NY legal because it is a BOLT action which does not have the same restrictions as a semi auto budsgunshop.com/feeds/state_reg/new_york_restrictions.pdf

Jason, yes Sir. Bolt Rifles do not carry the same restrictions as Semi-Auto Rifles and is good to go in CA.
