Ruger Wrangler .22 LR 4.62" Black Revolver
Is this restricted in states that ban "zemak" and other low temp alloy frames, like IL's " die casting of zinc alloy or any other non-homogenous metal, which will melt or deform at a temperature of 800 degrees F or less" etc.?

Yes as the Frame Material is Aluminum Alloy and won't pass Melting Point Laws.
