No its not. And yes weight matters in NJ, this is too heavy.

It is too heavy for the 50 oz. weight restriction. Best bet would probably be the L5 or L6 models that are all under 4 pounds unloaded if you are set on the big bore 50 AE. budsgunshop.com/catalog/feeds/state_reg/new_jersey_restrictions.pdf
